If w + x + y = 21, then x + y = 21 - w. Since w can be any number - negative or positive, large or small, than x + y and (x+y)/2 can be smaller or greater than 7.
The answer is D.

Let's test some possible values
case i: Since w + x + y = 21 one possible set of values is w = 21, x = 0 and y = 0
We get:
Quantity A: Average of x and y = (0 + 0)/2 = 0
Quantity B: 7
In this case, Quantity B is greater
case ii: Since w + x + y = 21 another possible set of values is w = 1, x = 10 and y = 10
We get:
Quantity A: Average of x and y = (10 + 10)/2 = 10
Quantity B: 7
In this case, Quantity A is greater
Answer: D
