I started by taking numbers that satisfied the conditions to see what was happening.
First case:
p1 = 11, p2 = 13. Then we do have p1 and p2 > 10
Now the greatest prime number below p1 is q1=7 and the greatest prime number below p2 is q2=11.
Here, p1 - q1 = 4 and p2 - q2 = 2
So we have Quantity A > Quantity B
Second case
p1=23 and p2=17
q1=19 and q2=13
p1-q1=4 and p2-q2=4 too
So Quantity A = Quantity B.
Answer D.
First case:
