We have \(6x - 10y = 2(3x-5y) < 2 \cdot 12 = 24\) from the condition.
Thus \(6x - 10y\) might be greater than \(23\) and it might not be less than \(23\).
For example, if \(x = 2\) and \(y = 1\), then we have \(3x-5y = 3 \cdot 2 - 5 \cdot 1 = 6 - 5 = 1\), which is less then \(23\).
If \(x = 8\) and \(y = 0.1\), then we have \(3x - 5y = 3 \cdot 8 - 5 \cdot (0.1) = 24 - 0.5 = 23.5\), which is greater than \(23\).
Therefore, D is the right answer.
