First, discover the number of quarteres. There are 13-4-2-3=4 quarters.
A = Probability of selecting a quarter = 4/13.
B = Probability of selecting a penny = 4/13

Since the number of pennies and quarters are the same (4 each) the probability of choosing either from the bag of coins is also the same. So we choose C.
