The biggest possible arithmetic mean is \(\frac{{10 \cdot 20 + 30 \cdot 60}}{40} = \frac{{200 + 1800}}{40} = \frac{2000 }{ 40} = 50\), which is less than \(55\).
Thus all possible arithmetic mean is less than or equal to \(50\) and they are less than \(B = 55\).
Then, \(A\) is always less than \(B\).
Therefore, B is the right answer.
