Again, 80% of the cars which are parked illegally are NOT towed.
In other words, 20% of the ILLEGAL cars are TOWED.
Both of the statements quantify the TOWED cars, so they are equal.
3% of ALL cars = 20% of ILLEGAL cars
ILLEGAL cars / ALL cars = 3/20 *100%
So, % of ILLEGAL cars = 15%
So the Answer is B.
