The keyword here is new
Arrangements of 413 is 3! = 6.
But this 6 includes the number 413.
So new = 6 - 1 = 5.
So coloumn B is greater

But where is it said that 413 is a number and apart from 413 you need to find new numbers? The question just states some digits
