To compare the two quantities keep both the quantities in the same unit either pound or ounce.
I will keep it in ounce.
For qty A leave it as it is as the weight is in ounce.
For qty B
coal is of weight 1000 pound so in ounce it is 16*1000 = 16000 ounce.
Both are equal
option C

how do we know that weight of 1 unit of Rice and 1 unit of Coal is same ?
