We can solve this question using matching operations (my favorite Quantitative Comparison strategy)
Given:
Quantity A: 5x
Quantity B: 2x

Subtract 2x from both quantities:
Quantity A: 3x
Quantity B: 0

We can probably answer the question at this point, but if we first divide both quantities by 3, the correct answer is obvious.

After dividing both quantities by 3 we get:
Quantity A: x
Quantity B: 0

Since we are told x < -8, we can be certain that x is NEGATIVE, which means quantity B is greater.

Answer: B
