We know that since both factors of m are even (i.e. have 2 as a factor), 4 will divide evenly into m.
But that's about all we can say! The last digit of m/4 can be any even number, so it can be >5 or <5.
This is an easy problem to pick numbers, too. For example:
2x2 = 4, so m/4 = 1
4x2 = 8, so m/4 = 2
6x6 = 36, so m/4 = 9
Answer is D
