This problem asks you to compare the measure of two arcs. In order to find Quantity A first remember that the hour hand on a clock travels two circumferences every day while the earth only rotates once per day. Therefore the hour hand on a clock moves at twice the rate at which the earth rotates. This means that for any fixed length of time the hour hand will traverse a greater arc than the earth will rotate. Quantity A is greater than Quantity B.
The correct answer choice is A.
