It's imperative to know the laws of exponents. If you know them, questions like this are easy. If you don't know them, you could be missing free points.
A negative exponent is equal to the reciprocal of the positive exponent. So, \((-8)^{-3}\) = \(\frac{1}{(-8)^{3}}\). \((-8)^{3}\) is easier to calculate, but we don't need to. It's clearly less than -2, which means that E is the only choice in the ballpark.
