We can write: 8 = (4/100)a
Simplify: 8 = (1/25)a
Solve: a = 8/(1/25) = 8(25/1) = 200
4 is 8% of b
We can write: 4 = (8/100)b
Solve: b = 4/(8/100) = 4(100/8) = 400/8 = 50
c = b/a
So, c = 50/200 = 1/4
Answer: B
