B) \(\frac{31}{100}=\frac{310,000}{1,000,000}\)

\(\frac{313,233}{1,000,000} - \frac{310,000}{1,000,000} = \frac{3,233}{1,000,000}\)

So, answer choice B is \(\frac{3,233}{1,000,000}\) away from the given decimal.



C) \(\frac{313}{1,000}=\frac{313,000}{1,000,000}\)
