I could not make a head or a tail of it without the spoiler. :cry:

First, I tried to find out the least possible of the difference between the tens of the two 2-digit integers.
I have got two possibilities.

4 - 2 = 2
6 - 4 = 2

Then, I proceeded by iteration.

62 - 49 = 13

The answer is indeed D
