As the cylinder is filled 40%, so 60% is empty. In order to fill the cylinder completely we need to add 60% of the volume of the cylinder equivalent of water. \(\pi\)r^2 * h
r = 2ft, h=5ft
So, Water to be added = 60% of Volume of cylinder = 60% of \(\pi\)r^2 * h = (60/100) * \(\pi\)2^2 * 5 = 0.6 * 20 \(\pi\) = \(12\pi\)
So, answer will be D
Hope it helps!
