the questions is asking you

The amount Company X spent on health care expenses last year is what percent greater than it spent this year?


Translating

amount spent on health care expenses last year=15

is means =

what percent greater than it spent this year= \(\frac{x}{100}*12\)

\(15=\frac{x}{100}*12
\)

\(\frac{1500}{12}=125\)

So the percentage is the portion over 100 (the % itself) which is 25
