This is a simple application of Slot Method:

First, draw out four slots _ _ _ _

In the first slot, we can't have zero, so there are four even digits possible: 4 _ _ _

In each of the next slots, there are five even possibilities (including zero): 4 5 5 5

Multiply all of the numbers together for the total number of possibilities: 4*5*5*5 = 4 * 125 = 500. Answer C.
