First, write the English in math:
(x + 10)/2 = (x+3+14+16)/4
(x+10)/2 = (x+33)/4
Easiest probably to multiply both sides by 4 (it saves at least a couple of lines vs. cross-multiplying):
2(x+10) = x+33
2x + 20 = x + 33
Combine like terms:
x = 13.
The answer is D.
