\(3 \div 3\frac{1}{2} \times \frac{2}{2} = \frac{4}{7}\).
Hence option C is correct!

sugar/flour = (2)/(3 1/2)
Check answer choices....not there. We must rewrite (2)/(3 1/2) as an EQUIVALENT RATIO
Take (2)/(3 1/2) and multiply top and bottom by 2 to get: 4/7
