Among those 15 lines with positive slope, 2/3(which is 10) of those are having a negative Y-intercept, which have also been recounted into the set of 23 lines having a non-positive Y-intercept. So just exclude those positive-sloped 10 lines with a non-positive Y-intercept from the total set of 23 lines which has non-positive Y-intercept. Ans=23-10=13

A line with non-positive Y-intercept and positive slope must have it's points in quadrant-1 no matter how small the slope is
A line with non-positive Y-intercept and negative slope must never pass through quadrant-1
