5 dimes (0.50) + 6 pennies (0.06) = 11 coins Not an option in the choices
4 dimes (0.40) + 16 pennies (0.16) = 20 coins Not an option in the choices
3 dimes (0.30) + 26 pennies (0.26) = 29 coins Correct answer
Hence option C is correct!

First convert everything to cents:
$20=2000 cents
$19.44=1944 cents
the change will be:
2000-1944=56
56=10d+1p
Now just check all possible combinations:
d=0, p=56 -> 56 coins (not an option)
d=1, p=46 -> 48 coins (not an option)
d=2, p=36 -> 38 coins (not an option)
d=3, p=26 -> 29 coins (option C)
d=4, p= 16 -> 20 coins (not an option)
d=5, p=6 -> 11 coins (not an option.
Out of all the cases, only C is available.
As a general strategy, it is useful to write all of the possibilities because you may have missed a restriction in the question - so if you get more than one option, it might be good to revisit the question stem.
