Here,
this is percentage change
so we can look into the last attachment for blue whales
From the graph we can see that the number of blue whales seen in the year 1999 = 500
and the number of blue whale seen in 2003 = 400
Therefore the percentage change = \(\frac{(400 - 500)}{400}\) \(* 100%\)
i.e. -20% i.e. 20 percent decrease

It should be 100/500 * 100%. Your response yields -25%.
