For easy calculation lets take the value as integer
1. \(\frac{1}{3}\) of refugee housing expenditures = \(\frac{1}{3} * (12)\)= 4%
2. \(\frac{1}{5}\) emergency workers expenditures = \(\frac{1}{5} * (20)\)= 4%
3. \(\frac{1}{4}\) of its commodities expenditures = \(\frac{1}{4} * (20)\) = 5%
4. \(\frac{2}{3}\) of its post-disaster assistance expenditures = \(\frac{2}{3} * (12)\)= 8%
Therefore total expenditure = \(4 + 4 + 5 + 8 = 21\)% = i.e. \((0.21 * 60)\) million = 12.6 million nearly equals to 13 million
