Given that,
In 1996,
France's export to eastern Europe = 4 ( export to United States )
= 4 * 2
= 8 %
Now,
Percent of the contribution of France as one of the European union country in export to Eastern Europe in 1996 = 8 / 64 * 100
= 12.5 %
Thus, the answer is C.

In 1996, the United States' exports comprised 2% of all exports to Eastern Europe
GIVEN: France’s exports to Eastern Europe were four times those of the United States
So, it must be the case that France's exports comprised 8% of all exports to Eastern Europe
QUESTION: What percent of the European Union’s exports to Eastern Europe came from France that year?
From the chart...
...we see that the European Union’s exports to Eastern Europe comprised 64% of all exports to Eastern Europe
So, 8%/64% = 1/8 = 12.5%
Answer: C
