We have been asked for higher M to F ratio.
So from looking at a chart, we realize that in the year 1960 1965 1970 1975 the men were more than female. So we will get our answer from those years only.
Calculated with approx values
Year - Male - Female - Ratio
1960 - 2.4 - 1.2 - 2
1965 - 3.5 - 2.1 - 1.67
1970 - 4.5 - 3 - 1.50
1975 - 5.8 - 5 - 1.16

In these sorts of questions to avoid any unnecessary loss of time an eye test can be done to reach the correct answer as it will save time.
We are looking for a yr when Males enrollment was more than females.
Therefore, we can eliminate 1980 and 1985 if they are in options because during those yrs enrollment of females were more than males. That eliminates A.
Among the remaining 4 yrs; in 1960 the enrollment of males were approximately double the enrollment of females and for any other yrs the enrollment of males were not at that level.
Therefore A is the correct answer.
