The question asks for approximate increase in rides from cabs (not just maxi cabs). Shouldn't the question refer to maxi cabs exclusively?

Yes, in this scenario, I am unable to understand where did 10,000 and 14,000 come from.

To calculate the approximate percent increase in rides through cabs from 1981 to 1982, we need to extract the relevant data from the "NUMBER OF RIDES THROUGH MAXI CAB SERVICES IN CITY X, 1980-1995" bar chart.

From this chart:
- Number of Maxi Cab rides in 1981 = 3.5 (in Thousands)
- Number of Maxi Cab rides in 1982 = 4.9 (in Thousands)

Now, we calculate the percent increase using the formula:
Percent Increase $\(=\frac{\text { New Value-Original Value }}{\text { Original Value }} \times 100 %\)$
Percent Increase $\(=\frac{4.9-3.5}{3.5} \times 100 %\)$
Percent Increase $\(=\frac{1.4}{3.5} \times 100 %\)$
To simplify the fraction $\(\frac{1.4}{3.5}\)$ :

$$
\(\frac{1.4}{3.5}=\frac{14}{35}\)
$$

Divide both the numerator and the denominator by their greatest common divisor, which is 7 :

$$
\(\frac{14 \div 7}{35 \div 7}=\frac{2}{5}\)
$$

Now, convert the fraction to a percentage:

$$
\(\frac{2}{5} \times 100 %=0.4 \times 100 %=40 %\)
$$

The approximate percent increase in rides through cabs from 1981 to 1982 was $40 %$.
Comparing this result with the given options:
(A) $15 \%$
(B) $27 \%$
(C) $40 \%$
(D) $55 \%$
(E) $80 \%$

The calculated value matches option (C).
