I agree with above comments. This a a question for the department for which you seek admisssion. only they can tell you their preference if they have one.

If I were a native English speaker I would go for GRE, indeed, GRE is cheaper, but for foreign students GMAT is better. GRE quantitative section is like a high school quiz but GRE verbal part is plagued with tricky and absurd questions like "a synonym of pucker is

a) stir up excite
b) wrinkle
c) help/encourage somebody (in doing wrong)
d) to bring about"

Pucker? Really? I didn't know such a weird word even existed.

GMAT quantitative section seemed to me tougher than in GRE but not difficult, and GMAT verbal part is, simply put, much easier than that in GRE.
