You are correct with “highly misleading”. Therefore, the writer of the passage suggests environmental groups have been effective. Lackmuller believes the opposite. The first blank deals with Lackmuller’s view of groups not tied to ecological concerns. Because the real environmental groups are ineffective, according to Lackmuller, these others groups must have been effective or “influential”. The second blank deals with Lackmuller’s view of the real groups. Their views have been submerged or “squelched”, according to Lackmuller.
