This is 7th question in ETS GRE edition 1 - verbal reasoning easy section. Answer given is B and D. My doubt is qualify also means "to limit". So unqualified is also similar to B and D. Isn't A option also correct? Am I missing something? Thank you.

It's similar but not the same. Both undiminished and undamaged indicate the absence of a negative, whereas unqualified indicates the absence of reservation or limitation - so its meaning is a bit different. It certainly makes sense in the sentence but undiminished and undamaged are the choices that create the sentences MOST alike in meaning.
