when decreased by 10%, we have 90%n
when 90%n increased by 40%, we have 126%n ---> meaning 26% increase in n

Pick an easy number like 100.
Decrease 100 by 10% = .9(100)=90
Increase 90 by 40% = 1.4(90)=126
126=1.26(100)=26% increase
