Which one of the following is a valid inference?
(I) The State Government can be inferred as employing the highest number of Employees per Establishment only because the Percentage of Employment it provides is the highest. The number of Establishments is not important.
(II) The State Government can be inferred as employing the highest number of Employees per Establishment since it has the least number of organizations and offers the highest Employment.
(III) The State Government can be inferred as employing the highest number of Employees per Establishment since it has the least number of organizations and offers the highest Percentage of Employment.

Yes, you are right. This is the way the prep companies conceive the question to look difficult. However, they have a hard time to mimic the official questions.

this question seems to require a level of inference that I have not seen on tests. For instance for II, if the state employees were contractors with their own space couldn't II hold true? How can I infer that this is indeed not the case. Maybe I am overthinking this.
