We talk about of risk of investment. So, we do need a valuation from a prudent or imprudent standing point. I.E the investment is risky or NOT if it is massive from the AMOUNT (total money) standing point.

when you talk about costs they are excessive or tiny or not substantial....massive refers to processes (massive scale) or other things such as mountains.

I still don't understand, in text completions aren't the two words we are seeking to find supposed to be synonymous...
You're saying in this case excessive and massive are NOT synonymous?

Not all the time or 100% of time .

According to the official SE question, which are those count and nothing else, USUALLY in SE question you do have two pairs of choices that are synonyms and two other words out of scope, for a grand total of 6 answer choices.

However, this does not happen ALL the time . Moreover, the ETS GRE instructions tell us that the two words to fit in the blank must be ALIKE in meaning.

I.E they must give the same meaning to the sentence as a whole. There are cases in which you do have tow words which are NOt synonyms that give to the sentence the same meaning. The vast majority are synonyms BUT not all the time.

BTW, this is NOT an offoicia question for that count

Here the simple concept is that after all the cost saving are > of the expenditure.

In simple words, we save money or we do not spend too much money.

Massive is used for big things usually.

We do not spend massive money

Excessive and imprudent are correct, even though massive is tempting. The reason massive is not correct is that opponents aren't really arguing that the costs are massive, just that they're high in comparison to the benefits. Costs can STILL be massive, but if the savings realized are greater, then they're no longer excessive and imprudent. I think here we're looking for a word that compares the costs to the savings (excessive and imprudent), not one that only describes the costs on their own (massive).

Main thing to consider here is that the blank word holds a negative connotation.

Massive is factual (neither negative or positive connotation here and already mentioned in the first line of the argument)

Both excessive and imprudent (bad judgement regarding the investment) are words with negative connotation.

That is not the case for every situation. I came across some explanations saying that being able to fit into the sentence is far more important than seeking to find perfect pairs in such questions.
