We can solve this question using matching operations (my favorite Quantitative Comparison strategy)
Given:
Quantity A: x - 10
Quantity B: y - 10
Add 10 to both quantities:
Quantity A: x
Quantity B: y
From the given inequality, x < 10 < y, it's clear that x < y, which means the correct answer is B
