Col A => x/100 ( 1/ (2* 100) ) * 40000 => 2x.
Col B => 5 / ( 100 * 100) * 2000/ 100 * 40x => 0.4x
A > B. Whatever the value of x, since is x is +ve itself.

Explanation
When a percent contains a variable, use fractions to translate. Quantity A is:
\(\frac{x}{100}\times \frac{0.5}{100} \times 40000=2x\)
Quantity B is:
\(\frac{0.05}{100}\times \frac{2000}{100} \times 40x= 0.04x\)
Since x is positive, Quantity A is greater (this is true even if x is a fraction).
