Thius is just a question to fool you at the best.
There is nothing of arcane. If you know some basic rule of exponent and fraction the question is pretty easy
A > 1/10^3*0.002*10^3. The 10^3 cancel out and we do have 0.002
B is greater

\(10^{-3} * (\frac{0.002}{10^{-3}})\) = 0.002
Definitely 0.02 > 0.002
=> Quantity B(0.02) > Quantity A(0.002)
So, Answer will be B
