QUANTITY A: 2/5 of 0.1% = (0.4)(0.1/100) = (0.4)(0.001) = 0.0004

Let's simplify A: 2/5 of 0.1% = 2/5 of 0.001 or 2/5000
B: 0.004 = 4/1000 = 2/500
2/500 > 2/5000 (same numerator but denominator of B < denominator of A)
