Since GRE allows calculator, I just used it
21/29 = 0.7241379
5/7 = 0.7142857
Hence ans is A
I believe only way you can get this q wrong or get trapped is by mistakenly review 2 value because decimal till 4th place are all similar

You can also go x approximation
the first one will become 20/30=2/3=0.666666
The second one 10/14=10/15=2/3=0.666
Clearly, the first one you perform less approximation or manipulation to get 0.6666
Must be bigger
