Notice that the given information (3/11 of a number is 23) is irrelevant, because 3/5 = 60%
So, if x is the number in question, we have:
QUANTITY A: 3/5 of x = (3/5)x = 0.6x
QUANTITY B: 60% of x = 0.6x
Answer: C
