Intuitively, since no restriction is imposed on x the answer should be D.
Anyway, this can be noticed if the two quantities are rearranged as Quantity A equal to 4 and quantity B equal to 2x.
If x = 0, then quantity A is greater. If x = 3, quantity B is greater.
