5Lb book - Percentile

Hello, I am solving problems in the 5Lb book and I have a question about one question.
On page 620 there are the next question.
"Jane scored in the 68th percentile on a test, and John scored in the 32nd percentile.
Answers:
1. The proportion of the class that received a score less than John's score.
2. The proportion of the class that scored equal to or greater than James's score.
In the answer it tells that the answer is C, which means that two scenarios are equal.
But what if there are 100 students. Jane got grade of 40, and another group of people got 40. So technically it is possible that only one student out of 100 got less than Jane, like if one got grade of 10 and the next 35 got 32 like Jane. So it is possible that A=1 and B=30
So why the answer in the book is C?
