We don't need to assume the value of x actually,

Col. A: \(x^2\)
Col. B: 99

Since, 9 < x < 10
Squaring the inequality;
81 < \(x^2\) < 100

Col. A: Any value between 81 to 100
Col. B: 99

We cannot decide if the chosen number would be greater than 99 or not.
Hence, option D
