The answer is C.
# of 6-member committees = 21C6 = 21!/(6!*15!) = 21*20*19*18*17*16/720 = 21*19*17*8
# of 5-member committees = 21C5 = 21!/(5!*16!) = 21*20*19*18*17/120 = 21*19*3*17
--> Ratio = (21*19*17*8) : (21*19*3*17) = 8 : 3
# of 6-member committees = 21C6 = 21!/(6!*15!) = 21*20*19*18*17*16/720 = 21*19*17*8
# of 5-member committees = 21C5 = 21!/(5!*16!) = 21*20*19*18*17/120 = 21*19*3*17
--> Ratio = (21*19*17*8) : (21*19*3*17) = 8 : 3
