A bowl was half full of water = 50% of the bowl.
A bowl was half full of water + 4 cups of water = 70% of the bowl.
So, 4 cups of water = 20% of the bowl.
therefore, 1 cup of water = 5% of the bowl.
A bowl was half full of water = 50% of the bowl = 10 cups of water.
So, total cups of water = 10 + 4 = 14 (Answer D)
A bowl was half full of water + 4 cups of water = 70% of the bowl.

Let 'b' stands for a bowl. Then:
0.5b + 4 = 0.7b
4 = 0.2b (multiply both sides by 5)
20 = b
So if a full bowl is 20, then half a bowl is 10; adding the 4 cups will result in 10 + 4 = 14.
The answer is D.
