The brown flask contains 20% alcohol, the final mixture has an alcohol content thats 30% greater than the brown flask concentration.
20 * 1.30 = 26% - final alcohol concentration (30% greater than starting 20%)
Now basically if we combine 2 alcoholic mixtures in the equal amounts the resulting mixture will have the alcohol content of the average between the two percentages. (ex. if the two jugs have 20% and 22%, the combined mixture will be 21%)
To get 26% final concentration we must then have 32% alcohol in the red flask ([20+32]/2 = 26%)
