I don't think guessing is a good strategy. Even a single wrong can cause extreme damage, in some cases.

.87/.7=12.43
Thus 12 candies can be bought 1 at a time (can't buy a fraction of a candy)
.87/.30=2.9
So 2 bundles of 5 (10 candies) can be bought this way. 2(.30)=.60
.87-.60=.27
.27/.7=3.85
So 10+3=13 is the maximum that can be bought with .87
Since there is less than a difference of .7 (1 candy) between .87 and .85, we know that both maximums are equal
