My approach was as below (a bit lengthy)
Quantity A:
To spend 87 cents you can have the following distribution
(30*0,7*12) -> 0+12 = 12 pieces
(30*1,7*6) -> 1*5 + 8 = 13 pieces
(30*2,7*3) -> 2*5 + 3 = 13 pieces
So the maximum is 13 pieces
Quantity B:
To spend 82 cents you can have the following distribution
(30*0,7*11) -> 0+11 = 11 pieces
(30*1,7*7) -> 1*5 + 7 = 12 pieces
(30*2,7*3) -> 2*5 + 3 = 13 pieces
So the maximum is 13 pieces
So option C.. QA = QB

I have no solution that involves calculation. But if you're familiar with GRE, you can pretty much guess C straight away.
