I think this is a tricky question whose answer depends on the base you are taking, namely the wording.

Quantity A reads: The percent saved when a box of cigars is purchased, rather than 20 individual cigars. So when you buy a box of cigars (30) rather than 20 individual cigars (40), the question turns: how much you save buying a 30 dollar good rather than a 40 dollar good. In this case, the base is 30, not 40. Therefore 10/30=.333, which in terms of percentages is 33.33. Therefore the answer is C.
