If angle DBC were right angled then both will be equal else we cannot determine.
We cannot conclude based on the image in GRE. Its a trick used to deceive test takers.

Even if angle DBC was 90 degrees, the answer would still be D.
For instance, think about Quantity B. The lines DC and BC can be extremely long or extremely short, and it would not change the angle at DBC at all. The same is true of the lines in Quantity A.
Indeed, since the line lengths are not specified, we cannot assume anything about their relative lengths.
