As I read, I automatically filled in the blanks with my own words:
The idea of the first blank is that these special interest groups are tied to ecological concerns, and now have a heavy influence in environmental policymaking. C works best for that meaning.
These groups are now so involved in policy making that other groups are being pushed out, or squelched.
The last sentence tells us, though, that this is essentially false. Environmental groups, far from being squelched, have made great gains. Lackmuller's contention wasn't entirely accurate, then, and was actually misleading.

Is "those groups" here corresponds to "interest groups". I am confused
